1998 Polaris RMK 700 Hand Warmers

I have a 1998 Polaris RMK 700. There is a simple toggle switch for the hand warmers which I assume is High, Off, Low. There are no labels. No matter where this is switched, there is no difference in the handlebar heat. Anything I can check?
