Vmax running lean?

So I recently replaced the emulsion tubes on both carbs on the Vmax because the old ones were worn oblong from all of the times that the needle moved up and down in them and it was getting really bad gas mileage (about 50 miles to a full tank) and would load up really bad in the midrange and make a “burble” type noise. I also adjusted the float heights, synced the carbs, adjusted the throttle cable and the oil pump cable to factory specs. I rode 10 miles to my buddies house and it just didn’t seem to be running quite right so pulled the plugs and found they were white like they were brand new. So I cranked the oil pump cable and we went on a 45 mile trail ride and I took it home and re-adjusted the oil pump cable and throttle cable. I just took it for a 10 mile ditch ride and now the plugs look like this: (refer to picture). This looks scary lean to me. Both carbs are running factory jetting (at least I believe they are, I can hardly read the numbers) and the needles are set to the middle position with 1 shim under them. What should I do about this?
