Carb inlet blocked?

Hello, I recently picked up a 2000 arctic cat panther 550 with a blown piston. I rebuilt the motor and am now dealing with a fuel issue. After draining the bad gas from the tank, replacing the fuel filter and varifying that the pump was indeed pumping I decided to open the carbs. One had old gas in it which wasn’t a surprise but the other was bone dry. I removed the valve to make sure it wasn’t causing a blockage, but still no flow. I tried blowing through the inlet to see if any air would pass but nothing. There is a tiny brass ball at the base of the inlet, and it seems to be pushed in, could this be causing a blockage or is that brass only there to block holes that were used to machine the passage?
