98 srx 700 revs by itself

Got sled back together, started sled to adjust idle. While adjusting idle the engine would take off 5/6k then 8 k I shut it down. Start back up it would idle 1600/1800 then take off again 7k, did this several times, disconnect t.o.r.s and plug wires into ea. Other. Start idle low adjust 1500 then to 1800 idle fine till I give it some throttle roll it up to 3k some times it would come down some times it take off 5/6k. Carbs were cleaned, adjusted to Yamaha spec. All cables adjusted to Yamaha spec. Only thing I did different this time was I adjusted float bowls Yamaha said 11.3/15.3 mm that look tight so I set at 18mm they were all the way down before
