97 Mountain Max Bogging Issue

I live in Colorado and just picked up my first sled, a 1997 MM 600 in decent shape. It needed some exhaust work when I bought it. Once I installed the new exhaust components, it fired right up and I was able to ride it around for a bit. However, as soon as I let off the throttle it would not rev again. It idles just fine but will not rev until I shut it off and turn it back on. I can then repeat the same cycle, ride it for a bit until I let off the throttle, then it won't rev at all. If I hit the throttle, the engine pulses like it is trying to rev but the rpms don't increase. If I open the throttle wide, it dies.

My first guest was dirty carbs but I took them apart and carefully cleaned the jets, float bow, etc.. Got everything put back together last night and it does the same thing. Starts first pull and idles like a dream. I can ride it fine until I let off the throttle. Also replaced the spark plugs, still same issue. Any ideas?
