Top End Issues

I have a 2003 Polaris XC 700 with about 5500 miles on it. I am having problems trying to get it to open up. It starts, idles and runs perfect up to about 60% of the throttle. At that point it starts bogging down. If you let off it will snap back to life again but only up to 60%. For the past 3 years I have had the machine I have had zero issues. This just started one day on the trail out of no where. Here are the steps I have tried: 1) checked compression and both cylinders are between 115 and 120 2) Thoroughly cleaned the Exhaust Valves 3) Replaced Bellows 4) Cleaned Fuel Pump 5) Cleaned Carbs 6) Swapped out plug wires and harness 7) Tried running it without the belt to make sure it wasn't a clutch issue.
