Low end torque question (timing)

I have a 1998 Polaris RMK 700. Just replaced stator. I set the timing mark to factory. Since then, checked timing with a timing light. Spec says that at 1500 RPM it should be 6 +/- 1.5 degrees. At 3500 RPM, it should be 12 +/- 1.5 degress. Nearest I can tell, it is at 8, 13.5 respectively, so I am right on the edge.

First Question, is that close enough that I should tear it down and adjust?

Now, went on my first good ride with this machine on Saturday. Ran great, but, punching it out the gate, it does not feel like the engine has much torque, but then it kicks in. See this
Second Question, could any of these be a factor?

1) Timing as described above?
2) Idle: My idle when I am at 5000 feet was around 2000 RPM. When I was up at 9000 feet, it felt like it was lower....1500 RPM. Would simply getting the idle to 2500 RPM help this situation?
3) Since this was my first ride, and I did not know if my oil pump was working, so I mixed my gas. Good news is that my pump is working, but that also means that I was running on rich gas. Could that be my problem?

Thoughts on my 2 questions?

Doing another ride on Wednesday and I was going to change the gas and get the idle up to 2500 RPM for that test.
