96 pantera wont start

so i have a 1996 pantera dual carburated and i cant get it run. if you pull on it it fires a couple of times but then stops. i checked the compression one cylinder is getting about 116 and the other is about 125 and theres fresh gas in it and brand new plugs. i thought it might be a compression issue but im not sure because some people say 150 psi for a good running engine but others say above 120 would be fine and one cylinder isnt above that so any help would be apreciated
